Grant Tenant-Wide Admin Consent for ChatGPT Outlook Integration in Microsoft 365

Purpose 

This article explains how a Microsoft 365 administrator can grant tenant-wide admin consent for the ChatGPT Outlook integration. This removes the "Admin approval required" prompt and allows approved users to connect ChatGPT to Outlook email and calendar data.


Prerequisites 

- Microsoft 365 Global Administrator, Cloud Application Administrator, or Application Administrator role

- Access to the Microsoft Entra admin center

- At least one user has attempted to connect ChatGPT to Outlook so the enterprise application is created


Important Security Notes 

- Granting admin consent allows the application to access Microsoft 365 data as defined by the approved permissions

- Review all requested permissions carefully before approving

- Consider limiting access to specific users or groups after consent is granted


Step 1 - Trigger Application Creation (If Needed) 

If the ChatGPT Outlook application does not yet appear in Entra ID:

1. Have a user attempt to connect ChatGPT to their Outlook or Microsoft 365 account

2. The connection will be blocked and show "Admin approval required"

3. This action creates the enterprise application entry in Entra ID


Step 2 - Open Microsoft Entra Admin Center 

1. Sign in to the Microsoft Entra admin center

2. Navigate to:

   Entra ID

   Enterprise applications

   All applications


Step 3 - Locate the ChatGPT Enterprise Application 

1. Use the search box to locate the ChatGPT or OpenAI related application

2. The name may reference ChatGPT, OpenAI, Outlook Email, or Outlook Calendar

3. Select the application from the list


Step 4 - Review and Grant Admin Consent 

1. In the application menu, select:

   Security

   Permissions

2. Review the requested permissions carefully. Common read-only permissions include:

   - Mail.Read

   - Mail.Read.Shared

   - Calendars.Read

   - Calendars.Read.Shared

   - User.Read

3. Click:

   Grant admin consent for your organization

4. Confirm the approval when prompted


Step 5 - (Recommended) Restrict User Access 

By default, all users may be able to access the application after consent.

To restrict access:

1. Open the enterprise application

2. Go to:

   Properties

3. Set "User assignment required" to Yes

4. Assign only approved users or security groups


Step 6 - Verify Functionality 

1. Have a standard user retry connecting ChatGPT to Outlook

2. Confirm no admin approval prompt appears

3. Verify permissions show as granted in the application


Troubleshooting 

- Application not visible:

  Have a user attempt the connection once, then refresh the Enterprise Applications list

- Admin approval prompt still appears:

  Confirm consent was granted on the correct application and no new permissions were added

- Security concerns:

  Disable the application or remove user assignments immediately if needed
